Just did this exact layover last week! A few tips: definitely take the express train instead of cab, it saves about 45 mins. Also make sure...

Make Every Minute Count

Managing Your Time in Bergen

With a 2-4 hour layover, we recommend staying at Bergen Airport (BGO) to enjoy the duty-free shops and local eateries, as the commute to the city takes about 60-90 minutes round-trip. If you have 4-8 hours, take the Light Rail or Flybussen to the city center, walk through Bryggen, and grab a quick seafood lunch at the Fish Market. For layovers longer than 8 hours, you can easily fit in a trip up the Fløibanen funicular, a visit to a museum like KODE, or even a short fjord sightseeing cruise that departs from the city harbor.
